I haven't heard of a great solution to this issue with brick that works in all instances. It's not only the moisture and erosion of the surface but you can also get salt efflorescence in historic brick as well. Often it takes some scientific analysis to really define the problems with architectural materials. Just using a consolidant without looking deeper at the issue and the options could make things worse.

I'd suggest contacting the architectural conservator at Colonial Williamsburg (757-229-1000 - ask for the architectural conservator's extension) and ask them if they have suggestions. More than likely you'll need an architectural conservator as a consultant.
