The benefits of membership should be a free gift that staff is given, they are working for the institution, contributing, and are usually very under paid for what they do. Anything a museum can give that costs nothing should absolutely be given to the employees as a perk. You will get far more loyalty with a little generosity than you do by demanding that they hand back portions of their meager paycheck.
