Advanced ET Societies Can Never Be Ruled-Out

After seeing the results of a Penn State study last month, which stated that no obvious signs of advanced extraterrestrial civilizations were found in a search of 100,000 galaxies, Francis G. Graham, Professor Emeritus of Physics at Kent State University, cautions that such results could never completely rule-out the existence of advanced extraterrestrial civilizations.
