In some states (including PA. I check: http://articles.philly.com/2014-07-09/news/51198401_1_e-cigarettes-new-law-devices), there are some restrictions regarding e-cigarettes and public indoor space. 

I feel that just treating it as a tobacco product is the best thing right now since there are still a lot of studies to be done. Nonetheless, all the unknown chemicals would be harmful.
