where are you?   You could ask a film school if they have a telecine or you can find a post production house that has a telecine that might give you deal.   I would go local so you don't have to ship your film and risk damage.  Maybe Cornels film school since its not all that far away.   Or the obvious places like Techicolor or Deluxe in NYC.   There are many post houses that can probably do it.
