For my $.02(an assuming I am reading into the situation correctly), while a perfectly reasonable sounding idea, it appears the existing board is sidestepping the issue.

Friends organizations are generally created out of the desire for an exiting body of people to more formally impact an institution through volunteership, material donation, financial contribution, etc. They are not created to solve a problem the board wants to avoid.

For an existing board to create another organization to undertake a responsibility that is by all meaningful definitions one of its primary responsibilities would be at the very best disingenuous.

However, if that group is a sub-committee authorized to set policy for the board in the matter of financial contributions, and the rest of the board will be bound by their decisions, then it would be appropriate.

A long standing museum has a board of 25.  Less than half of those members are active financial contributors, only 3 of which give $5,000 or less annually.  There is no suggested or required board contributions.  The board understands that growing the endowment is ideal for financial security.  The board proposes a solution to the internal lack of contributions - create a sub-organization with its own board that financially contributes to the museum, it's buildings, and other programs run by the main board.

Question: Does anyone have any experience with this type of solution?
