I'd take the glass out of the frame and see if you can scan it through the glass before trying anything else.

Any thoughts on how to remove the photograph safely? I've read that carefully blow-drying the back of the photo may help, but that seems a bit DIY and dicey to me...if I can get it removed, I'm certainly planning on scanning and re-mastering the image for posterity like a good digital archivist.
