Did you contact his widow, Carmen Garrett Riddle?

A quick copyright search shows he personally copyrighted published work such as the "Jesse Jackson for President" piece. It gets a bit trickier with commissioned works because the purchaser may also hold copyrights.

If you have not already, you might also contact the California African American Museum who did a major retrospective of his work not long after his death. Here is their page about the exhibition: http://trio.caamuseum.org/exhibit_detail.asp?id=312
