I would recommend either:
PastPerfect (relatively inexpensive, easy to get running, not the best online interface)
eHive (better online interface, annual pricing (SaaS), easy to use), or
CollectiveAccess (open source, runs on your own server - requires some technical expertise, but looks better online than PastPerfect, and may be cheaper/better in the long run).

Or, since most of the collection is archival, you might also check out Archivists' Toolkit (open source, so may have similar benefits/drawbacks as CollectiveAccess).
