You can establish a negotiated federal rate which would apply to all federal granting agencies (IMLS, NEA, NEH etc...)   You can find more information about this at grants.gov

Subject: [MUSEUM-L] indirect cost rate for grants

Our Director is asking me to establish an indirect cost allocation rate
for grants. I contacted the NEH and was told that we can't establish a
rate until we are approved for a grant. I understand this as it applies
to a specific grant. Does anyone have advice about getting a generalized
rate in place?
