Have you looked on eBay for a used Nilfisk and the variable speed element you want?  I just viewed "completed" auctions and it seems there have been some sold in the last month that fit your budget. 

You might also contact Nilfisk to see if they currently have any reconditioned Nilfisk units available.  They have sourced these on occasion, when asked.
