If the flags do not need to be displayed vertically, lay them in the case on
a piece of unbleached cotton felt and angle the case up slightly.  The felt
has some "tooth" to it that will keep the flag from sliding down and
provides consistent support across the entire surface. If the case is
inclined to the point where the top edge of the flag wants to roll down,
hold it in place with a thin strip of Mylar stretched across the flag and
secured to the case.
