Hi William,
The best thing for textiles like this (I'm assuming these flags are flat and not folded) is for them to be taken to a conservator, who can sew them onto a textile-covered backing mount so that they are supported and do any other necessary stabilizations in preparation for framing. The conservator can also advise as to framing specifics, since textiles have different needs than prints or paintings in this regard.
