I believe Cindy has the right idea.  The board member should be asked to
explain what he thinks a museum really is, since he has chosen to disagree
with the accepted definition.  Perhaps in this way the board member's real
agenda can be brought out.  The board member might also be asked if he would
be willing to volunteer to help keep the museum open for more hours, or
assigned to chair a committee to raise money and find volunteers to keep the
museum open longer.

Dealing with board members can be very difficult.  They usually don't
understand how not-for-profit organizations function, and very few
understand how museums function.  But when a board member as obstinate as
yours is being, he needs to be challenged (politely, of course).
