The Cultural Resource Management Program at
the University of Victoria, British Columbia is pleased to offer the following
distance education course for professionals and volunteers working in museums,
heritage sites, art galleries, non-profit organizations and cultural centres.

Strategic human resource management is vital in the
creation of positive and supportive working environments in which the
dedicated, creative professionals who animate the cultural sector can thrive.
This course examines best practices in HR planning and management with an
emphasis on the interconnected needs of the individual and the institution, and
strengthens your capacity to interact with and supervise museum, heritage, and
other cultural workers as you develop your understanding of:

Instructor:
Sibyl Frei
Sibyl started DeGros Marsh Consulting in 2001 with the
intention of combining her management skills and her long-standing commitment
to sustaining vibrant and healthy communities. Sibyl has extensive experience
in project management, research, program review and evaluation, writing and editing,
and facilitation, and a commitment to excellence in her work. She has gained
these skills through both paid and volunteer work in a variety of sectors. For
ten years, Sibyl was the co-owner and managing editor of Ragweed Press /
gynergy books, publishing Atlantic regional fiction and non-fiction,
children’s literature and feminist non-fiction. Prior to that, she worked
in community economic development, with an emphasis on working with First
Nation communities. In addition, Sibyl has over thirty years of experience
serving on Boards and in other capacities in a broad range of non-profit
organizations. Sibyl has a B.Sc. in physical science, and a Master of Adult
Education, with a focus on arts management. She has a Certified Professional
Facilitator designation from the International Association of Facilitators.
Sibyl served as Project Coordinator for the Creative
Management Project with the Cultural Human Resources Council, guiding several
initiatives including serving as consultant and writer for “Cultural
Management as a Career,” and researcher and writer for the
“Mentorship Strategy for Managers and Administrators of Cultural
Organizations.”

This on-campus immersion course provides an intensive study
of the application of management theory and practice in cultural organizations,
with particular emphasis on: characteristics of non-profit cultural
organizations; governance and leadership; establishing the mission, goals, and
objectives; roles of executive and artistic directors; policy development and implementation;
personnel management and team building; financial management; strategic and
operational planning; information management; public relations; marketing;
volunteer development; and ethical and legal issues.
