I agree with Candace. According to Chenhall it would be Personal Artifacts – Clothing – Accessory – Stay – Collar (or what ever it is to stiffen) if it was something from a body of a woman’s dress, shirtwaist or blouse I’d put bodice instead of collar.

It’s  aclothing –accessory and it could be a stay – as in collar or corset stays, or a busk, maybe, also for corsets.
