             people might like to look at the situation in the United Kingdom where regulation and well-established practice mandates very specific training for anyone coming into contact with children.  In practice, this offer protection for both staff and young people.  A web search under 'child protection' will throw up a lot of stuff but examples are www.direct.gov.uk (a portal site) and www.teachernet.gov.uk/childprotection/
