We have a person here from out of the US and they needed proof of a job, and visa to get the green card.  It took almost 6 months and several phone calls before her green card finally came.  If you have family coming with you it is a little harder.

I think the rules for Canada are a little different though. For
Federal government positions, you have to be a US citizen to work. I'm
not sure about state and local governments but I'm sure there are
residency/citizenship restrictions. But for private organizations, I
think Canadians can work in the US with relatively little paperwork.
