What's unclear from this discussion is whether the photos are collection items, or just photos that are disposable.  You obviously want to avoid all the wood products, including homosote, for collections.  Acid-free foamcore or corrugated polyethylene are the best of the suggestions for collections, and thick acid-free matboard also would be fine.

Hi All:
 
Many building supply houses carry a product called HOMOSOTE. It comes in 4x8 and 5x10 sheets. 1/2 to 3/4" thick.
It is a grey heavy pressed paper/cardboard type of product that when covered with a fabric is a great sound absorbing material as well as a great tack board. Make sure you use a heavy weave fabric to hid the tacks. We usually make a wood frame and notch out a one half inch deep / one inch wide grove to hold the HOMOSOTE

You can use a nice thick foamcore. It will hold pins. If you want a layer of softness add a thin layer of poly batting between the foamcore and the fabric.
