just an idea!!!!
 
how about using fiberglass rods commonly used to hold up free standing pop-up dome tents?
 
Dome tents come in 8' diameters but the base is often somewhat rectangular not actual hemispheres.
 
The rods are available for replacements - are sectional and light weight
Commonly available in sporting goods stores and or online.
Come in varying sectional lengths and strengths
 
The hoop shaped base could be made of other materials and the rods then fastened to that.
Should not take high skills but an imaginative creator!!
Could easily come apart for storage.
Drawback - painted canvas might be heavy and distort the rods.-- overcome by using enough of them?
 
Bamboo rods might work too - they are very flexible.
