Deb, have you considered Past Perfect Online?  That way you don’t really need web people and don’t need to do additional cataloging work beyond what you’re already doing.  As you probably know, Past Perfect links to photographs as well as PDF files so it would meet those needs as well.  It’s not very expensive and from what I understand they do the majority of the work for you.  It seems like a good option particularly if you’re already using Past Perfect.
