Regardless of the original owners of the bridges,they are probably still the rightful owners of the plaques. If it was a state or federal bridge, they are definitely still the owner. Contact the transportation department to offer them back to the owner, and see if they might be interested in letting the museum keep them. A thief never gains rights to stolen property regardless of the passage of time.
