I believe that Trustee hours spent in board meetings is indeed volunteer time.  The beauty of collecting that time is that you do not need to ask them to report it.  Just multiply the attendees by the length of the meeting, and voila!, you have your hours.  The other hours they might devote to museum business is not so easy to gather, and I’ve all but given up on some of my board members reporting hours to me.  But you should definitely count board meeting time.
