We use the tubular flex forms from Nu-Era (www.nu-era.com).   They come in adult and child sizes and aren't too expensive (in the $50 range).  They are basically pipe-cleaner figures (loop head, arms and legs covered with fabric) on metal stands.   We like them because it provides a head, but without specific features and the arms and legs can be bent into many different positions.   You can also pad them under the clothing.

Greetings.
