Has anyone established or worked on establishing a state contract for pre-approved vendors in the case of emergency situations? In the wake of recent flooding, the Office of Cultural Education (New York State Archives, Library, Museum & Public Broadcasting) is trying to fill in the gaps associated with our Recovery Plan/Continuity Plans. One issue I have started to discuss with our contracts and purchasing officers is how too get quick service in a short period of time without having to go through the hoops of vendor pre-approval and competitive pricing. In the aftermath of Hurricane Katrina I know there have been similar discussions/needs in the Southern States, however, as of yet no such contracts have been established.
