Dear Chang Li-Huei,
in Finland there is a 'Museum Law' called
officially Museums Act. The act took effect for the first time in 1992, but some
parts of it were modified in 2005. Museums Act is only one of the many acts and
decrees regulating issues dealing with preserving different types of
cultural heritage, antiquities and the governmental bodies of the field.
Unfortunately, the Museums Act is only available in
Finnish and Swedish, so I will briefly describe the contents
here:
The Museums Act defines the tasks of museums as
well as the preconditions for receiving state grant. The act states for example, that the purpose of museum activity is to
maintain and strenghten the population's understanding towards their
culture, history and environment.
In order to receive state grant, for example, a
museum must have adequate financial prerequisitions even though it is not
maintained in order to make financial profit. The collections must be safe even
though the museum ends to function as a museum. Museum must function all year
round and its collections must be available to audience. Beginning in
2006, museums must have a full-time museum director and adequate number of
employees trained in 'museum field' [= all museums must have at least two
trained museum professionals: director and one staff member].
A separate Museums Decree will later follow
the act defining precisely the educational and professional requirements of
the museum director and professional staff. The rumor has it, that basic
studies in museology/ museum studies or equivalent working experience will be
required from other professional staff but not from the
director.
