I would suggest looking into if your local school district runs a summer enrichment (that's what they call it here) type program. It takes out most of the logistics planning, bus transport and lunch that we would have to do on our own. We set up the camp description (we have run two week-long camps the last two years with plans to expand to three either this summer or next). We fund and bring in outside presentors, set up local activities involving our and other museums in the city, the school district hosts signup, takes care of all publicity, takes care of seeking donations to fund scholarships (so any child can take any camp regardless of cost), and handles administration. The funds they collect will pay the lead person a stipend (we have offered it free and raised our own funds until this year, now we will offer it at the lowest rate $20 or $25 per kid per week).
It is worth checking out if you can tap into an existing program.
We plan to develop a next stage after a new site we are developing is completed this year and then a third stage of year round programming for youth in the museum after that.
