Sounds like you all need a LONG TERM PLAN big time. The Board President needs to lay out the plans for the organization..both short term...this year and next...and long term. Then you need to identify the goals...Programming SHOULD be one of the goals..and the tasks involved. Then divide the tasks up and organize COMMITTEES of volunteers who are not on the Board but who are willing to volunteer on short-term limited projects...like doing the publicity for one program; or helping to sign-up the students for one program; etc.
There doesn't seem to be any real focus or vision as to where you are going. Fund raising is ALL tied to your vision. The FIRST thing you need to do is develop your vision and goals..and that SHOULD include your mission and your programming. Then set up a step program to accomplish it...including committees with tasks assigned and deadlines.
