Relocating a collection to less than suitable environmental conditions shouldn't be a consideration. If providing similar conditions in the new facility is not feasible and the collection has to be dispersed, etc., then alternative locations need to be identified.
 
It's a given that moving a collection poses risk for physical damage, loss and theft..so to add that to installing the collection in risky environmental conditions=not feasible.
 
I wish those involved in this situation the best. It appears that the decision to sell the building is non-negotiable?
