Something you might consider adding in to your inventory is a code for accessability, like the code for condition. The code I've seen used has categories ranging from the accessible (is hanging on wall/on shelf) through moderately inaccessible (in box, wrapped up, under other objects), to totally inaccessable (we have to hire a crane to move the boxes in front of the box, and it takes four staff members to open the box when we get to it). You can then use accessibility ratings as you use conservation ratings, in combination with value (not monetary value) and other plans, to determine where resources should be spent, and to determine effectiveness of spending.
