I have been using a Microtek ScanMaker X 12 which does photos, slides and color transparencies. I believe the new version is Microtek's Artixcan 1800f. You may be able to get it for under $1,000. Due to concerns about longevity and corruption of digital files, our "master" remains a color slide or, preferably, transparency. For some institutions, storage of the digital images is also a concern (locating the disk with the scan, server space etc.). You have to plan to migrate the files (with consequent equipment and staff costs) in a few years as technology changes. Digitizing may require investment in your current computer as well. I had trouble scanning at high resolution (my computer kept freezing) before we bought a new computer with more RAM, a better video card, etc. Good luck!
