Candice, Plant labels are a, excuse the pun, a perennial issue for every garden. If this garden space is one that receives high visibility or is closely tied to your programming I would urge you to go ahead and use permanent labels. I am assuming you are dealing with the same plant list each year. 
 
The issue of public damage and changing locations can be overcome. One possible solution is take a 33 oz. coffee can fill it with cement and place the stake of the label in the center. Next, simply bury the can in the ground with a shovel and that should deter most from removing the label or rearranging them. When the growing season is done simply dig them up and store them.
