Most Army Museums are manned by either Federal civil servants who work for
the installation or organization commander.   In the case of the National
Guard, they may be state employees of National Guardsmen on active duty
paid by the state.  In most cases their are foundations or historical
societies that also may hire employees.  In Califonia, the employees are
paid by the California State Military Museum Foundation.

In the case of the Navy Historical Center, most of the staff were
uniformed sailors while the historians were Federal civil service.  But,
right downstairs was the Naval Historical Foundation which does
considerable amounts of work for the NHC.  The are all civilian employees
of the foundation, although most are retired or reserve Navy.
