The best free tool out there for large scale image conversion is ImageMagik -- open source software that comes in Unix, Linux and Windows flavors.  This is a command line utility so don't expect too many frills.  http://www.imagemagick.org/
 
If you already have Photoshop the same task can be accomplished using Photoshop Actions.   Examples of high-res TIFF to screen format JPEG Actions are available in the CDP Project Toolbox at:
