Sarah, Absolutely there is no harm in such a thing. It is quite a good idea. Sometimes institutions are thinking of offering positions, or just not quite ready to advertise them. I can not hurt to get your name out there, and to let them know you are specifically interested in working with them. Make sure you personalize such advances, and let them know why you are interested in their institution. Margo is right, positions are often created for people who demonstrate enough interest and drive to work in a certain place or do certain jobs.
