Here in Southeast Ohio we are trying to implement a program of training certified interpretive guides using the training procedures from the National Association for Interpretation.  You can have the interested parties take a course that would certify them.  There is a cost and time commitment to this, so you might not necessarily go this route.  You can research this a little more at www.interpnet.com.  Thought I'd let you know.
