The first reference book that I would consider essential is "Museum Strategy and Marketing" by Kottler & Kottler. A well-planned strategy for membership, events and other means of income can be plotted successfully given the recommendations of the brothers Kottler.
 
Another thought which comes to mind is contacting the NRA, battle reinactors and other organizations that would be interested in the collection your friend is building.
