March 30, 2004) The FOIA recognizes surviving family members' right to personal privacy with respect to their close relative's death-scene images. The privacy interest of Vincent Foster's family is protected by Exemption 7(C), and outweighs the public interest in disclosure; the requester failed to produce evidence warranting a belief that responsible officials might have acted negligently or otherwise improperly in performing their duties.
