There is the "1% for Art" program (or something along that line) in which developers are required to set-aside a certain small percentage of the total cost of the developement project. This set aside amount is to be used to fund public art to be commissioned and displayed at the development site, or else some other accomodation is to be met. I believe Philadelphia was the instigator of this and became a model for other communities. (If I'm wrong in that belief, I'm sure fellow Listers will correct me!)
 
This is a very elementary explanation of the % for Art program, and someone else can probably give a clearer explanation than I.

Re: Oxy-clean: I was actually not asking for the Historical Center, per se.  I do absolutely NO cleaning of textiles, other than occasional light vacuuming (low setting, brush attachment covered in cheesecloth).  I teach a workshop on caring for family heirlooms and antiques, and I have frequently been asked about oxyclean.  My stock answer is that I don't have enough info about the product to make a recommendation, and reiterate my advice to NOT wash, or, if they absolutely feel they must, use Dreft (or preferably Orvus Paste, if they're willing to track it down) and hand wash GENTLY in a clean tub with room temp water, followed by multiple rinsing. 

As for impact fees, I'm thinking in terms of fees paid by industries when then build new facilities in a given area.  I believe that some historic preservation activities can legally be funded with such fees... I'm looking for specific examples of when they are.
