It could be argued that this policy makes any discussion of labels a bit pointless, since if museums can't afford to borrow objects because of the fees their (ahem) colleagues are imposing, there won't be any exhibit to label (or not).  

Maybe an empty room with a label explaining why no objects are present would be appropriate.  It would certainly give many of our visitors a whole new view of museums....

Effective January 1, 2004, the Los Angeles County Museum of Art will be expanding its loan fee to better cover the actual costs involved in processing loans to other institutions.  The loan fee will continue to be $200 for the first artwork with an added cost of $100 for each additional artwork.  These are "flat fees" regardless of length of loan, number of venues, or type of object.  Also effective in January, the Museum will begin charging a late fee of $200 for loans requested less than six months before the desired ship date.  The loan fee is meant to cover staff time involved in processing loans.  Of course, borrowers are also expected to cover all costs associated with packing, shipping, and any couriering, plus any conservation or preparation costs (eg, framing, mounting, etc) occasioned by the loan.  LACMA permits borrowing institutions to insure its loans wall-wall, subject to review of the borrower's insurance policy.  LACMA encourages "reciprocal loan fee waivers" with institutions making frequent loans to LACMA.  Written loan requests should be forwarded at least six months prior to the desired ship date to the Museum's Deputy Director, Art Administration and Collections or applicable curator, with a copy to the Registrar.  Any questions should be addressed to LACMA Registrar, phone 323 857-4727.
