What might help officially are documents like your mission statement or
collections management policy that defines the scope of your institution's
collecting.

I would rather doubt that accepting unprovenanced human skulls would be in
either statement at F. Morgan.

Perhaps he could give a skull to each of his buddies on the board for their
homes?

I've seen stranger things made into lampshades!
