My inclination would be to not accession the flags. I would regard them in much the same way as (non-historic) framed prints on the walls, drapes, or any other fixture of the building; even more so as you are having to intervene in the fabric of the flags by treating them with flame retardant. If, however, the flags are something you would want to include in your collection (because of their associations, what they represent, etc.), you might want to accession them, and then get a duplicate, non-accessioned set to hang (which, I suspect, is not a good way to display an accessioned object). If acquisition funds are low for obtaining new flags, you might try writing to the various associations to see if they would donate a flag to you.
