If a person were to line the cedar chest with 1-2 layers of unbleached
muslin, would it be safe to put woolens or other cloth items in for
long-term storage?

Cedar is OK for personal items that you are not preserving for posterity. Although it has been promoted as a bug repellant for a good long time, I'm not sure the cedar does anything positive except impart a smell that many find pleasant. I understand that the oils/vapor that give this smell are detrimental to preserving items.
