We see them in SC all the time, usually at accident sites.  I've seen simple crosses, elaborate flower arrangements, and written messages.  I haven't heard of anyone perserving the items.  As for how long they've been around, no idea :(  but it's at least since the late 70s.  (and now I feel very OLD)
