You may want to hire a college or high school student to build an Microsoft Access database.  Though some may disagree with my advice, most of the kids I've run into ahve learned how to make these things in school.  They may also become more appreciative of the hard work in keeping up with one aspect of a museum.

Hi,
 
I have a volunteer (may they ever be blessed) who is indexing our local newspaper- we want to take her notebook of information and put it in a searchable database- here's the problem- I don't have a clue how to do this- does anyone have suggestions for a database that doesn't require much knowledge on our part (the volunteer is older and not too computer literate) and can be searched by researchers but blocked in some way so they can't edit what's on the screen
