It sounds like your best bet would be to contact some of the larger horticulture societies, and Aggie schools (most state colleges were started as agricultural schools) that have a well developed horticultural department -frequently a sub-department of the Botany dep't.

Even if they cannot provide funding, they can point you to those who will, and they may be willing to give you free advice or, even better, partner with you in a joint grant to plan and plant the garden.  Good luck.
