It's very difficult to suggest policies without knowing circumstances.
Before some of us jump to conclusions, could you elaborate on why you
would be renting costumes and to whom?  Since historic costumes should
never be worn, normally a museum would not rent out items from a costume
collection, though they might loan them to other museums for exhibit
purposes and charge for that.
