Basically, you can develop using authoring software like Dreamweaver, or you can do it the hard way and learn the languages yourself (HTML, DHTML, XML etc).

I'd also like to add some points on designing a web site, which can dictate what kind of software/plug-ins you might use; who is your audience, what kind of platforms are they likely to use to look at your site, what age group? Look at existing sites that you like or don't like, consider whether you will work with a development agency or do it yourself - if the former, look at who designed web sites you like. Consider access issues... will you be using images or applets that will take hours to download? Will it be accessible for the visually impaired?
