IMHO, I would recommend retaining the photos as an organizational file.
Once a significant amount of the material is outdated in that file, then
accession the collection into your historical records collections as
"Issaquah Historical Society Papers"   This way also assures you have all
items pre-arranged and described, and allows you to add to the files as your
benefactor continues to "find" items for you to include.
