At the Museum of Television & Radio, we are often approched for footage from our collection by those making films for broadcast.  After we have a letter from the copyright holder stating their approval, we will make a high quality copy for a fee that covers our shipping/tape stock/reproducing costs. Generally, we even lower our cost for public television ventures as we often receive material from them for our archives.  We usually request that credit be given to the Museum in the closing credits, just to get our name out there.  So our cooperation usually gives us other, long-term non-monetary benefits.

Hope that helps.
